Greeting to everyone!
The All India Plastics Manufacturers’ Association and Ministry of MSME jointly organized Mega
International Conference on the Future of Plastics Industry on 9th & 10th March 2024 at The
Ananta Udaipur, Rajasthan successfully concluded and have witnessed the immense response
for the upcoming GCPRS expo from 4th – 7th July 2024. Guest speakers have covered all the
necessary topics which were working as hurdles between the process and understanding to the
industry members.
The Indian Plastic Industry is facing an increasing demand for the right recycling technology due
to government mandate to use recycled plastics for packaging. In the context, we have received
a good news on Plastic Waste Management (Amendment) Rules, 2024, March 14 that from now
onwards small and Micro producers (converters) are not required to fulfilment per KG EPR
Targets. They will have to register themselves, Upload Invoices and Submit Annual Returns.
This will reduce costs of small and micro producers significantly, In this context the extended
producer responsibility of micro and small producers shall be fulfilled by manufacturer
or importer of plastic raw material who has supplied the plastic raw material to such micro
and small producers. Provided that the target for use of recycled plastic content shall be fulfilled
by such producers.
According to Ministry of Environment, Forest and Climate Change (MoEFCC), Govt. of
India, notified guidelines on EPR for Plastic Packaging vide fourth amendment to Plastic Waste
Management (PWM) rules on February 16th, 2022. Producers, Importers and Brand-Owners
(PIBOs) and Plastic Waste Processors (PWPs) are required to register on centralized EPR Portal
developed by Central Pollution Control Board (CPCB) to fulfil their EPR liability as per the
notified EPR guidelines.
The PIBOs are required to obtain registration from CPCB if operating in more than two states/
UTs and from concerned State Pollution Control Board (SPCB) / Pollution Control Committee
(PCC) if operating in one or two states/UTs only. PWPs are required to obtain registration from
the concerned SPCBs/PCCs.
The annual return for the financial year 2022-2023 can be submitted by March 31, 2024, as
per this provision on EPR portal. Guidance manual and the standard operating procedure (SOP)
for registration of PIBOs/PWPs, uploaded on EPR Portal, may be referred to for the purpose.
If registration is not granted within thirty days of receiving a complete application, the applicant
will be automatically considered registered under these rules once that period has elapsed.
Each manufacturer and importer of plastic raw material must create and submit a quarterly
report using Form VII to the relevant State Pollution Control Board or Pollution Control
Committee by the end of the month following the quarter. Additionally, an annual report must
be submitted by June 30th of each year.
Necessary action, as deemed appropriate under the Environment (Protection Act), 1986,
including levying of Environment Compensation and closure of operations, shall be taken against
defaulters.
